1. Current and Proposed Organizational Activities
A. Division Organization Change – The department made a major change in its IT organization. After a 5 person review team accomplished their study the following recommendations were institued:
a) They have renamed the Information Systems Division to the Business Technology Support Division;
b) The division head should be a registered professional engineer and will act as the agency CIO/division head. They have named William ‘Bill’ Wehling to this position;
c) The application development section will be headed by a Project Management Officer with 4 or 5 Project Management Officers reporting to him. Ryan Christiansen has been named to fill this position. They are currently working to create the new positions, get them classified, and then fill them;
d) The current Technical Support Section remains the same. The only change is it will be overseen by an IT Manager 1 position.;
e) The GIS Section will report to the Project Management Officer, except for the highway data inventory collection unit. They have been transferred to the Materials and Research Division, Pavement Management Section;
f) Other than the new Division Head, PMO, and Project Management Officers positions the only other personnel changes are: Jon Ogden is reassigned to manage the Techical Services Section, Steve Brown is reassigned to manage the GIS Unit, and Ken Sieckmeyer is reassigned to the Operations Division.
2. New Systems (Just Completed, In Progress, or Preparing to Start)
A. Nebraska Information System (NIS) – The State of Nebraska and NDOR are finalizing an agreement with Profit Concepts International to complete the Procurement Interface between the State’s ERP (JD Edwards

B. Bridge Inspection and Rating – The department has decided to implement
AASHTOWare’s PONTIS and C.W. Beilfuss’s LARS products to satisfy the need for up to date Bridge rating and analysis capability. For more information please contact Jeff Handeland at 402/479-3973 or jhandela@dor.state.ne.us.
C. Traffic Operations (District Operation Centers) – The Omaha (District 2) Traffic Operations Center is under construction with a planned October 2006 completion date. An RFP to purchase the ‘DOC’ software is currently being finallized and will hit the streets in a month or two. D. Asset Management – The department has selected GBA Master Suite and the software to be used to help manage its fleet, facilities, and highway assets. They have also contracted with Carter Burgess to help configure and implement the software. This will be done in three phases with the first phase (Fleet) scheduled to begin production in Decemeber 2006. Facilities will be the second phase and finally the highway assets in the third phase. E. Hazardous Accident Location Analysis – The department has rewritten its application that analyzes the accidents at intersections, sections and clusters on the highway system to determine where high accident locations are. This allows the department’s staff to determine if there is any way the location can be improved to reduce the number and/or severity of the accidents. F. Law Enforcement Officer's Accident Report Automation – The department in cooperation with the Nebraska Commission on Law Enforcement and Criminal Justice has developed an application that can be used by any Nebraska Law Enforcement Officer to electronically create and submit their Investigator's Motor Vehicle Accident Report. I. Financial Systems Upgrade – The work of converting the last IBM IMS Databases to IBM

J. Preconstruction Project Scheduling/Management – The department is implementing a new project management application along with dedicated project managers (for major projects only).
