2006 New Jersey Department of Transportation HEEP Report Minimize

Note: The Office of Information Technology is the centralized unit for computer applications work for New Jersey. Our staff of nineteen here at OIT does most of the information technology work for the NJDOT; however, they still maintain a small staff to do some of the work themselves. The following is a list of activities that OIT is currently engaged in for the NJDOT.

Note: New Jersey’s fiscal year runs from July 1 through June 30. Currently we are in fiscal year 2007.


Current and Proposed Organizational Activities
New Jersey is currently reviewing all IT functions for the entire state. This review is scheduled to be completed by the end of calendar year 2006. It looks like the centralized IT organization, the Office of Information Technology (OIT), will in the future be responsible for mainly enterprise applications. Many of the current OIT staff will be sent back to their respective departments to work on intradepartmental applications. There would be no layoffs or demotions. At this point in time, this is all still tentative.


New Applications (Just Completed, In Progress, or Preparing to Start)
A. Water Quality Analysis Enhancement (EWQ) – A meeting was held at DOT in 2004 to review and approve the proposal. The DOT user gave his approval by signing the proposal at this meeting. This project was put on hold until the DOT approves the estimate. Approval will not be until at least fiscal year 2007. We are still awaiting approval from the DOT.

B. Accident Record Database (ARD) – The NJTR-1 Accident Report form is used by over 500 law enforcement agencies in NJ. We are continuing to revise the ARD system to accommodate the redesigned form. (The implementation phase has begun, with an August 31, 2006, target date. Progress was delayed one month due to problems with the DOT test PCs at OIT.) We currently have 11 open requests for ARD with another one expected.

C. Airport Inventory Management System (AIMS) – The client has requested funding for NJDOT to proceed with this project. The funding request is still pending.

D. Electronic Cost Accounting and Timesheet System - MMS and FMS (eCATS) OIT – The vendor has limited editing is this process. OIT has requested they enhance the edits in the interface proc for MMS time sheet. The vendor has not agreed to this change. The scheduled live date is October of 2006. This project is on hold until further notice.

E. Geotechnical Data Management System - GDMS – Production deployment of this application is tentatively scheduled for August 25, 2006. The three vendors have completed all required changes. OIT GIS requires 50 GB of space for the production data. Final approval of the design and functionality by the NJDOT Webmaster and OIT GIS is still pending. Plangraphics will have the final application delivered within the next two weeks. Civil Solutions has completed keying all the boring plans. The data has been sent to NJDOT

F. Maintenance Management System (MMS) – OIT received a prioritized list of outstanding maintenance issues. The start date for the contract consultant is July 17, 2006. The consultant has been funded for 400 hours by NJDOT. The consultant is on-site and has begun modifications to the MMS system.

G. Maintenance Management System Business Objects (MMS) - The client will need to keep the MS Access code on the SNJ server until the Business Objects group has created all the universes for MMS. OIT has asked the DMS group to work with OIT and NJDOT to utilize Business Objects. The database group has resolved the database connectivity issue for NJDOT. The client has made no effort to move forward with Business Objects testing. This request may not be completed until late fiscal year 2007.

H. Management Systems Integration Project (MSI) – A vendor has been contracted for the data normalization piece of this project. OIT has supplied them with the production schema for the MMS project. The vendor has been verbally told we are in the process of upgrading and modifying the MMS database schema. OIT will forward a new copy of the database schema to the vendor when all the mods are in production. The database schema will be forwarded when all MMS databases are at 9i. No timeline has been established for this project.

I. Straight Line Diagram Web Application (SLD) - The NJDOT project manager has requested that the vendor finish the GIS side of the application. The vendor has not yet provided the required changes requested by OIT GIS. A meeting was held with the client and the vendor. The vendor has agreed to make the necessary changes per OIT standards. The enhancement for streaming pictures is on hold pending the purchase of two servers to complete this project. OIT has forwarded a proposal for NJDOT to review.

J. Traffic System Efficiency Study (PHC) –This work has started up again.

K. Trns·port Implementation (TSP) – Trns·port is software to support the entire construction project lifecycle. Info Tech developed it through the American Association of State Highway and Transportation Officials (AASHTO). DOT will replace many of the outdated construction legacy systems with Trns·port modules. Part of the Trns·port effort included examining the existing project data in Bid Analysis Management System/Decision Support System (BAMS), the Trns·port module we have been using for almost 20 years. DOT’s Inspector General intends to use BAMS for collusion detection on construction project bids. After reassessment, more fields must be populated. Work has begun to gather the necessary data. The overall schedule has been impacted by a delay in the availability of servers for Pre-Construction.
