Transportation and Civil Engineering
Transportation Infrastructure Management System (TIMS)

Further to our previous years submissions the followin g projects are either completed or in
progress.
Under the TIMS Program we are using Oracle Spatial 10.2 G as a basis for our database.

Completed: Fiscal Year 2004-2005

· TIMS Data Repository (TDR)
· Collision Information Application (CIA)
· Geohazard and Materials Monitoring Application (GAMMA)
· Traffic Signals System Application (TSSA)

In Progress: Fiscal Year 2006 – 2007

· Appurtenance Inventory Application (AIA)
· Network Expansion Support System (NESS)
· Network Performance Evaluation Decision Application (NPEDA)

In Progress

· Rationalization Optimization Decision Application (RODA)
· Program Management Application (PMA) – consisting of Construction Project
Management (CPMS), Maintenance Contract Management System (MCMS), Contract
Information System (CIS). Several Mainframe and Access databases to be combined into
a single application integrated with TIMS.

Transportation Safety Services (TSS) – In Progress

Carrier Programs
Federal Carrier Enhancements to support the federal/provincia l agreement that Alberta will
regulate federal carriers at a truck weight threshold of 4,500 kg.
Carrier Profile Enhancements to add audit data to the MOTRIS database, integrate audit
information onto the Carrier Profile, and provide downloads of key carrier data to the laptop to
facilitate data collection prior to the audit.
MOTRIS enhancements to provide automated support to carrier monitoring and sanctioning
activities of Carrier Services.

Transport Engineering Programs
Integrate a routing system with TRAVIS and TRAVIS Web to perform route and bridge
analysis on permit applications. Alberta provincial public road spatial and attribute data will
be maintained in TIMS and a routing module will use the road data to perform the route
analysis. A routing option will be the ability to use a map to identify the route segments to be
used.

Vehicle Safety Programs
Implement Case File Management by providing a COTS complaint tracking system based on
Alberta Government Services (AGS) system.

Dangerous Goods Programs
Deploy a web-enabled application and renewal process for Dangerous Goods Permits. This
proje ct would leverage the technology developed for TRAVIS permits, and front end the
Dangerous Goods application.

Rail Safety Programs
The Rail Safety Management System will provide a system for an inventory of rail
infrastructure.

Driver Safety & Research Programs
Provide real time interface to allow Alberta Collision Information System (ACIS) transactions
to access TIMS Highway Network Data, and Collision Location Information System (CLIS)
to pass collision location data to ACIS.

Driver Fitness & Monitoring Programs
Continue with the deployment of Driver Medical Report Integration (DMRI) to support “Road
Safety Vision 2010” and proactively identify high risk drivers, create a driver medical report
database, data capture and management functions, data capture at source (physician office); to
provide the ability to produce analysis and reporting on driver performance; and to deliver this
information to those managing and supporting various safety programs.

TSS Cross Branch Initiatives
The VIS Dashboard project is a co-operative project between Inspection Services, Carrier
Services and Transport Engineering (TRAVIS Web). The objective is real-time access to
supply Vehicle and Driver Summaries. The Mobile Communications initiative will evaluate
business requirements for mobile communications using wireless technologies.

MOVES (Motor Vehicle System)
A set of initiatives for enhancements to the MOVES system operated by Alberta Government
Services (AGS) include : Driver Abstract (add collision information to the drivers abstract),
Graduated Driver License, and Driver Medical Report Integration.

Corporate Applications and Technology Refresh Initiatives – In
Progress

Electronic Information Management (EIM)
Manage and implement the enterprise wide Electronic Information Management program
using “Livelink Smart Enterprise Suite” and “PC-Docs” for Driver Medical Report, Leasing
Project (Repository and Workflow) and Bridge Engineering unstructured data.

External Access Implementation
To implement an external access service used by our partners to access Department
applications such as TIMS. Existing external access applications such as Citrix and VPN
could coexist with this service where appropriate.
Mobile Communications - Internal Service Delivery
To implement a mobile communications approach for all of Alberta Transportation for
Internal Service Delivery.

Integrated Application Development Environment (ADE)
Acquire and implement a standard set of tools to support application development and
maintenance.

Application Environment Refresh and Expansion
The AT application environment is relatively stable at this time.

Windows and Office Upgrades
The most significant remaining effort to imple ment Windows XP and Office 2003 is to bring
small corporate applications developed in older versions of Access up to Access 2003.

Migrate to Government of Alberta Shared Services
Cross-government efforts to define the set of centrally hosted Information and Communication
Technology services and to select one or more vendors to provide those services are
continuing.

Managed Operations
Operations Services are a focus of the newly established Information Management Branch,
implementing improved governance processes with the business, the outsource service
provider EDS, and the Alberta Corporate Service Centre. Objectives are to control increasing
operations costs as the enterprise adds more applications and grows in complexity.
